Trapped by their rural isolation and lack of documentation, many along the border, like Julio Ubri, 2, seem imprisoned by their poverty. Families are unable to venture into nearby towns for fear of being deported back to Haiti and children are unable to attend school or get government assistance because they and their parents cannot prove they exist as citizens of either country.
